QLD:Alan Leahy denies double murder

QLD:Alan Leahy denies double murder

By Laura Harding

BRISBANE, Dec 2 AAP - Alan Leahy is a convicted criminal who admits he's made bad choices
in life, but insists he had nothing to do with his wife's violent death on a lonely bush
track.

Those bad choices include his decision to begin a sexual relationship with his wife's
half-sister, when she was just 16 and living under the couple's roof.

At a fresh inquest into the death of his wife and her best friend, he denied suggestions
that his wife's discovery of that relationship drove him to kill the two women and make
it look like a murder-suicide.

The bodies of Julie-Anne Leahy and Vicki Arnold were found in a four-wheel drive parked
in remote bushland on the Atherton Tableland, west of Cairns in far north Queensland,
on August 9, 1991.

Two weeks earlier, Mr Leahy had told police they pair had failed to return from a late-night
fishing trip.

The two women's families have always disputed the murder-suicide findings of two previous
inquests, and believe a third party murdered them.

But they fear they'll never know exactly what happened to the women because police
botched the initial investigation.

The previous inquests found Ms Arnold killed her friend by shooting her with a sawn-off
rifle, bludgeoning her with a rock and slitting her throat before shooting herself in
the chin and behind the right ear.

Queensland Assistant Police Commissioner Michael Condon told the latest inquest, which
sat in Cairns this week, that police errors meant there was no complete forensic picture
of what occurred 20 years ago.

He said police too quickly decided it was a case of murder-suicide, and didn't properly
preserve the scene.

Counsel assisting the coroner, Ralph Devlin, told the inquest the police failings were
a "lotto win" for Mr Leahy.

"There were egregious faults that affected the viability of the investigation," he said.

"The crime scene was not preserved, the bodies were removed before the forensic examination
had concluded, the car was removed before the forensic examination had concluded."

Mrs Leahy's half-sister Vanessa Stewart told the inquest Mr Leahy began grooming her
before his wife disappeared.

But Mr Leahy said his sexual involvement with the teenager did not begin until after
Julie-Anne vanished.

Ms Stewart, who is now 36, told the inquest Mr Leahy woke her for oral sex on the night
her half-sister went missing, and that he coached her in giving him an alibi, something
he denies.

Mr Leahy also denied he'd been challenged by the two women about his relationship with
Ms Stewart on the night they disappeared.

He denied then taking the women at gunpoint to a remote spot at Cherry Tree Creek,
a place the women had never been to before.

He disputed suggestions he'd surprised them with a gun so that his wife, who was a
pack-a-day smoker, left behind her cigarettes and Ms Arnold left behind the glasses she
always wore.

He denied shooting his wife as she drove and shooting Ms Arnold when she tried to flee
before dragging her back to the vehicle.

Asked for an explanation about why Ms Arnold's shoes were found about seven metres
away from the car, Mr Leahy said he couldn't explain that because he wasn't there.

The inquest was also told Mr Leahy had handed police True Crime magazines detailing
how convicted English murderer Jeremy Bamber killed his family and attempted to make it
look like his sister had done it, before turning the gun on herself.

Despite the fact they had the name Leahy written in them, Mr Leahy denied the magazines
belonged to him and his wife, and said they belonged to Ms Arnold.

Mr Devlin asked, "Did you, like Jeremy Bamber, make it look like a murder-suicide?"

to which Mr Leahy replied, "No, I was not there".

"Can you see why there is concern in the community that you may have played a part
in your wife's death?" Mr Devlin asked.

"No, I can't see that. I didn't have a part in my wife's death. I made some bad choices
but I didn't have a part in it."

Ms Stewart told the inquest Mr Leahy told her to "keep it cool" when police asked questions,
and instructed her to conceal their sexual relationship.

The inquest heard Mr Leahy had robbed houses in broad daylight and had stolen from
shops by hiding in them overnight when he was a young man.

Ms Stewart said he once bragged to her about how he'd thought of committing the "perfect
bank robbery" by using a getaway van with a secret compartment for the robbers, something
Mr Leahy denied under questioning.

Coroner Michael Barnes has adjourned the inquest to a date to be fixed.

The families of both women hope his findings will give them some answers after 20 years
of anguish.

Welcome back, SIR!

Welcome back, SIR!
Byline: Nurjehan Mohamed
Edition: New Sunday Times
Section: Main Section

KUALA LUMPUR: Kenneth Wu Min Jin has the hopes of his school riding on his shoulders.

Wu, the RHB-New Straits Times National Spell-It-Right (SIR) Challenge season three secondary school winner, is entering this year's competition and is expected to repeat his sterling performance.
"My teachers, friends at school and everyone else I know are hoping for me to win again," he says, adding that he tries to not let the pressure get to him.

Wu is among the SIR veterans who will be back to defend or improve their performance at the challenge, which starts on April 8 in Sungai Petani, Kedah.

This year's SIR (season four) promises to be an exciting one with new rules, words from more dictionaries and better prizes.

For the first time, the competition is not only open to national and vernacular schools, but also private schools that use the national curriculum.

Entry is on an individual basis and up to 10 students per school can participate. An additional 10 consolation prizes will be given out at state challenges, on top of existing rewards for the top five winners.

The word list will comprise terms from the advanced learner's version of Oxford, Collins Cobuild and Cambridge dictionaries as well as Merriam-Webster Online, Dictionary.com and MSN Encarta.

As in previous years, the competitions will be held at shopping malls and halls.

Wu knows that failure is a very real possibility -- he has seen how former champions tripped up on seemingly easy words at state challenges.

"It's not about whether a word is easy or not, but whether we know it or not," he says.

He hopes to catch up with fellow spellers such as Allyna Ng Ming Yi (Malacca secondary school winner last year) and Alexander Woo Khai Feng (Perak primary school champion in 2009).

Though Ng has indicated that she will take a break from spelling this year, Woo plans to redeem himself after striking out at last year's state preliminary rounds.

Woo is pretty relaxed as the Perak challenge is still over a month away. But he has devised a method to enhance his chances of winning.

"I am changing my strategy slightly and will be looking up more words online," says the Form Two student.

The irrepressible youngster is happy that more of his friends from school can join this season as participation is based on individual entries.

Other familiar names hoping to better their performance in season four are Angeline Christie Danny, Prasshanth Sagar, Ahmad Afif Ahmad Adli and Adriana Safia Shamsul Kahar.

Angeline, who was last season's Selangor primary school champion, is raring to go. But the confident 12-year-old from SK Pandan Perdana will stick to what she does best: reading her favourite books and looking through the dictionary.

Prasshanth, who came in fourth at the Penang primary school challenge last year, hopes to improve his standing this season.

"I've started looking up words on the Internet and browsing through books," says the 12-year-old.

Though individual entries are accepted, his school, SK Minden Heights, is compiling forms of contestants to submit them together.

Ahmad Afif stood out among the contestants at the Penang primary school challenge last year because he was the sole contender from his school.

The Form One student looks forward to joining his first secondary school challenge.

"I know it will be tough but I think it'll also be fun."

Adriana Safia, who rounded up her friends to compete last year in the Kelantan primary challenge, hopes for a bigger piece of the action this year.

"I haven't really started preparing yet but I'm excited about the contest," said the Year Four pupil of SJK(C) Chung Hwa.

Sharing the SIR veterans' enthusiasm is NSTP marketing director Zuraida Mohamad, who promised to bring more of the contest's excitement to viewers at home.

"The competition is beyond just the moment of triumph or defeat at the end of the competition.

"It is during the preparation stage that a child improves himself. And that is what the competition is about," she says.

Fed: Terror group should be listed: Brandis

CANBERRA, Aug 9 AAP - The Somali-based terror group al-Shabaab should be listed as
a terrorist organisation, opposition legal affairs spokesman George Brandis says.

His comments come five days after five men were charged in Victoria over their alleged
links to the a terrorist plot and the radical fundamentalist group.

The men, of Somali and Lebanese descent, had planned a suicide shoot-out at Sydney's
Holsworthy military base.

"In view of the events that happened in Melbourne this week, we would be most surprised
were al-Shabaab not to be listed," Senator Brandis told Sky News on Sunday.

Al-Shabaab is not listed as a terrorist group in Australia but has been listed in the
United States since February 2008.

When asked if proscribing al-Shabbab as a terror group would send them underground,
Senator Brandis said the group was a covert operation picked up by the Australian Security
Intelligence Organisation (ASIO).

"So, I don't think driving them underground is really the issue."

Senator Brandis said the opposition would await the details of national security assessments,
but he accused Attorney-General Robert McClelland of "dragging his feet" on counter terrorism
policy.

Mr McClelland on Saturday said the federal government would consider changing the regime
that governs whether or not radical groups are listed as terrorist organisations.

He said the government was considering a review of the proscription process, making
more transparent the criteria applied when identifying a terrorist group.

"In the next couple of weeks it is anticipated we will be issuing a discussion paper
on the proscription regime and specifically identifying the informal criteria that are
applied by the security agencies," he told ABC radio.

Fed: Turnbull backs Bishop

CANBERRA, Feb 14 AAP - Opposition Leader Malcolm Turnbull has expressed confidence
in his deputy and treasury spokeswoman Julie Bishop, declaring she's doing a great job.

That follows a newspaper report saying fellow Liberals are unhappy with her performance
and want her to stand aside.

Finance spokesman Joe Hockey or Infrastructure and Emissions Trading spokesman Andrew
Robb are tipped as possible replacements.

Mr Turnbull, touring fire devastated areas of Victoria on Saturday, stood by his deputy.

"Julie Bishop has my total confidence both as the deputy leader and shadow treasurer,"

he told reporters.

"She is doing a great job as shadow treasurer and she is taking the fight up to Labor
and exposing Wayne Swan and Kevin Rudd for their Gough Whitlam-like exercise in taking
Australia deeper and deeper into debt."

Liberal Party sources told The Sydney Morning Herald there was an almost unanimous
view that Ms Bishop, who has struggled in the role from the start, should step aside before
Budget Day on May 12.

According to sources, if Ms Bishop resists moving aside to another senior portfolio
she will face a spill for the deputy leadership.

"She must do it in the best interests of the party," one told the Herald.

"She will be hurt, but there will be the utmost respect for her if she does that. People
like her and she's good value."

Vic: Roberta Williams in touch daily with killer Carl

Vic: Roberta Williams in touch daily with killer Carl

By Jamie Duncan

MELBOURNE, April 21 AAP - Despite the trials and the divorce - and a new man in her
life she describes as "a very good boy" - Roberta Williams still professes love for her
gangland killer ex-husband Carl.

Ms Williams, a convicted drug trafficker, is also looking for work and hopes to mentor
homeless kids one day.

She said she was in daily contact with her former husband, who was last year sentenced
to a minimum of 35 years' jail for his role in four underworld murders and conspiracy
to commit a fifth.

The couple, who met in 1998, divorced in March last year.

Despite this, she supported Williams, who in Victoria's Supreme Court last week successfully
applied for leave to appeal his sentence.

"We speak on a daily basis and we try to keep the relationship going as best we can
- on a friendship basis, that is," she told the Nine Network tonight.

"Of course I love him. I'll always love him, more as a friend now than anything else.

The couple's seven-year-old daughter, Dhakota, helps keep their bond intact, Ms Williams said.

"I just have a place in my heart for him that I can't let go. We have our daughter
together and we had lots of good years together. It's difficult to cut ties with someone
when life was like that."

Ms Williams, who has a conviction for drug trafficking, said she was on Centrelink
benefits and was looking for work.

"People don't want to employ me. I have no idea why because I have done nothing wrong," she said.

"I committed an offence once before. I paid my debt to society."

Ms Williams said she hoped to work in a welfare role, perhaps assisting homeless children.

"My path in life, I think, is to help others. I was a street kid myself. I'd like to
help other kids that are in my situation - homeless and otherwise," she said.

"I'd like to be (a good role model for children). I'd like to give them an outlook
on what my life was like, what can happen in your life when you live the life that I have
lived, and if I can help one child out of 10, that's a great thing for me."

Her new man is squeaky clean, Ms Williams said.

"Yeah, I've got a new partner. I have been with him for a while now," she said.

"I certainly know what he does for a living. He's not a criminal or a gangster or anything
like that. Her's a really good boy."

FED: Govt mulls use of cruise ship to shadow whalers - report

FED: Govt mulls use of cruise ship to shadow whalers - report

SYDNEY, Dec 18 AAP - The federal government plans to spy on Japanese whalers using
an armed P&O cruise ship.

High-level talks have centred around leasing the Oceanic Viking, a commercial vessel
with a reinforced hull to tackle ice, a crew trained for polar conditions and surveillance
equipment, Fairfax reports today, citing sources.

Image and video taken by the ship would be used in international court action against
the whalers.

"The bottom line is you have got to get close to really see what is going on," a source said.

Under the proposal, the Oceanic Viking would be manned by a Customs boarding team and
have two 50-caliber machine guns on board.

The ship, which has been used to chase Patagonian toothfish poachers in the southern
ocean, would have a civilian crew from P&O.

Despite the weapons, it would be unlikely for Japanese vessels to be fired on or boarded,
Fairfax reports.

A government spokeswoman declined to comment on use of the ship before an official
announcement of the government's intentions.

Prime Minister Kevin Rudd has said the government is deliberating on the matter and
will make its position clear later this week.

Before the November 24 election, Labor said it would use military "assets" to collect
evidence of the whaling in support of possible international legal action against the
whalers.

Mr Rudd yesterday would not specify what Australian assets would be used.

"Australian assets means Australian assets, which means the property of the Australian
government," he said.

Mr Rudd also rejected comments by Opposition Leader Brendan Nelson that the government
did not fully understand the repercussions of using military vessels to track the Japanese
fleet.

Qld: Qld govt won't seek reimburesment from man over cliff jump

By Roberta Mancuso

BRISBANE, Feb 12 AAP - The Queensland government won't seek compensation from daredevil
types who spark costly search and rescue missions, no matter how stupid they've been.

Emergency Services Minister Pat Purcell today rejected opposition calls on the government
to chase re-reimbursement from a man charged with being a public nuisance after triggering
a search in a Sunshine Coast national park.

Justus Ansell, 21, was feared drowned after he jumped off the highest point of Oyster
Rock in Noosa National Park on a dare on Saturday afternoon and failed to resurface.

A search was launched involving rescue helicopters, lifeguards, SES volunteers and police.

Mr Ansell was found 14 hours later with a dislocated shoulder and clinging to rocks
near the water after spending the night sheltering in a cave.

He was treated for exposure, fatigue, dehydration and a shoulder injury, caused when
he hit the water.

Police today charged him and he'll appear in Noosa Magistrates Court on February 27.

The search is estimated to have cost authorities up to $10,000.

Opposition legal affairs spokesman Mark McArdle said that if Mr Ansell was convicted,
the government should seek full re-reimbursement for search and rescue costs.

"It is a ludicrous state of affairs that scarce emergency services resources are forced
to be diverted because some people in our community behave in an irresponsible manner,"

Mr McArdle said.

But Mr Purcell said the government could not put a monetary value on saving someone's life.

He said doing so might scare people away from making emergency calls when they're in trouble.

"We want people to dial triple-zero when they get in trouble, whether it's from a foolish
act of their own, like the lad who on a dare jumped off the (cliff) into the ocean, or
someone who drives too fast and has an accident," Mr Purcell said.

He said that while the government did have the power to recover search and rescue costs,
it had never done so.

But the minister appealed to young men to think before they acted "foolishly".

"I know what young boys are like. But you've got to think about the consequences before
you do something, and don't do something because your mates dare you to do it," he said.

Surf lifesavers today condemned Mr Ansell's actions as "stupid and irresponsible" and
said they put rescuers' lives at risk.

"There are signs up there everywhere saying steep cliffs and stay away from them, but
again this whole incident could have been prevented if he had not been stupid enough to
take the dare and jump off a cliff," Sunshine Coast Surf Life Saving coordinator Byron
Mills told ABC radio.

Fed: Higher oil prices a threat to interest rates: Costello

AAP General News (Australia)

Fed: Higher oil prices a threat to interest rates: Costello

By Shane Wright, Economics Correspondent

CANBERRA, April 19 AAP - Treasurer Peter Costello has warned an oil-price induced bout
of inflation could force an interest hike amid signs consumer spending may soon start
to wane.

With oil breaking the $US71 ($A95.77) a barrel mark this week, there is growing concern
that it will feed through to higher prices for everything from food to imported plastics.

So far producers have kept prices under control, with inflation at 2.8 per cent - just
shy of the top of the Reserve Bank's target range of two per cent to three per cent.

But Mr Costello said Australia was now experiencing an oil crisis similar to what occurred
in the 1970s, when soaring oil prices pushed up prices across the economy.

Mr Costello said he was confident businesses would continue to keep a lid on prices,
but if they did not, there would be wider repercussions for the country.

"We have to be absolutely vigilant that this oil shock does not set off a wave of inflation
because if it did we would all be punished a second time," he said.

"Not just punished at the bowser but punished a second time with inflation and the
commensurate monetary policy response."

Mr Costello said he had been surprised by how long petrol prices had stayed high.

"We hoped that this would be just a very short-lived thing but as month by month goes
by it continues," he said.

"This has lasted longer than probably anyone has expected."

There are also signs that the economy is going to struggle for the rest of the year,
partly as a result of the high, sustained petrol prices.

The latest Westpac-Melbourne Institute leading index suggests economic growth is going
to be below trend for the month ahead.

Westpac global head of economics Bill Evans said although there had been signs of a
rebound by consumers, this may not be long lived.

"The best analysis of this print of the leading index is that the early signs of a
strong recovery in consumer spending may not be sustained," he said.

There has been a string of economic releases suggesting the economy, particularly at
the consumer level, is regaining traction.

This has led to a number of analysts tipping an interest rate rise when the Reserve
Bank board meets on May 2 - a week ahead of Mr Costello's 11th budget.

But Mr Evans said those analysts may be wrong.

"The leading index is signalling that this strong run of data may not be sustained," he said.

"The (Reserve) bank is likely to take a prudent approach to policy by waiting to further
test the sustainability of the recent strong data."

And Australian industry Group chief executive Heather Ridout said manufacturers were
continuing to struggle.

She warned the high prices for Australian commodity exporters - now at record highs
- could simply not be sustained.

"If history and logic are any guides, our terms of trade will not remain at their current
levels indefinitely," she said.

"Different commentators quibble over the timing and the extent of the correction but
few will argue with the proposition that we will see a reduction in current prices as
miners increase supply - not least from within Australia."

Chemicals Stakeholder Forum annual report 2001 - 2002.

M2 PRESSWIRE-11 March 2003-UK Government: Chemicals Stakeholder Forum annual report 2001 - 2002(C)1994-2003 M2 COMMUNICATIONS LTD

RDATE:03112003

The Chemicals Stakeholder Forum will publish its second annual report, highlighting conclusions reached on three groups of chemicals of potential concern and setting out progress in consideration of four further chemicals.

Forum Chairman, Lord Selborne said: "The current legislation to assess the risk from existing chemicals to the environment and to human health through the environment is not working rapidly enough.

"There are 30,000 chemicals produced in volumes of over one tonne in the EU about which very little is known. Even where concerns were identified decades ago, there are too many cases where little has been done.

"The EU is developing a new system that will eventually be more effective, but this will take a number of years to put into place.

"In the meantime, the Chemicals Stakeholder Forum is working to see what can be done now and in the near future to identify the chemicals that are most likely to present a risk; to encourage industry to gather data on them; and to offer advice on developing risk reduction measures.

"Forum membership is representative of views on chemicals policy, but despite our varying perspectives we have managed to collaborate fully and - with the contribution of a number of individual chemical companies - achieve an encouraging rate of progress during our second year. We have reached conclusions on three groups of chemicals of potential concern: - We advised the UK Government to seek a formal voluntary agreement with industry to control the risks to the environment from nonylphenol, octylphenol and their ethoxylates. This would achieve a phase out of the most polluting uses in the UK .

-- We have secured the agreement of industrial users of medium chain-length chlorinated paraffins to cut emissions by 25% by the end of 2003.

-- We ascertained that 1,2,4 trichlorobenzene was no longer in use in the UK and that its presence in the UK environment was decreasing. We therefore concluded that no further investigation or action was required.

"Working with industry, we have made progress on information gathering for another four chemicals: vinyl neodecanoate, pentabromodiphenyl ether, hexamethyldisiloxane, and alkyl leads. We will be considering the need for risk reduction for these substances during the coming year, as well as considering a further tranche of new chemicals." Minister for the Environment and Agri-Environment, Michael Meacher, welcomed the report, saying: "The Forum has made some encouraging progress in grappling with difficult issues and engaging so fruitfully with chemical companies.

I was very grateful for their judicious advice on nonylphenol, octylphenol and their ethoxylates, and look forward in the coming year to hearing their conclusions on more chemicals of potential concern".

Business Editors/High-Tech Writers

HOUSTON--(BUSINESS WIRE)--Oct. 6, 2000

Project managers can log on to the Vivant network (www.vivant.com) at no charge and find quality IT contractors to fill their technology openings.

The service allows individual project managers to fill their IT staffing needs with quality contractors. Vivant links project managers directly with some of the most respected staffing firms in the region. The entire process occurs online -- from job requisition to candidate submission, including the ability for users to rank candidates based on the best match for the job criteria. Once candidates are interviewed and a selection is made, project managers can finalize the contract, view hours incurred to date, analyze performance, and renew contracts via Vivant. Ultimately, the service provides a fast and streamlined method to find the right contractor. An individual project manager merely needs to register on the Vivant Website in order to access the service.

Vivant is making the service available on a regional basis. Staffing suppliers, representing hundreds-of-thousands of contractors, are actively engaged including the Houston offices of national suppliers Hall Kinion and Renaissance Worldwide and Houston-based Frontier Consulting. Skill sets cover a breadth of IT capabilities ranging from such skills as database administrators to help desk personnel.

Gartner Group estimates that by 2003, 60% of large companies will use contract workers to fulfill more than half their IT activities. However, the need for skilled contractors is especially strong in the area of Information Technology, where spending for contractor talent is greater than $50 billion a year in the U.S. alone.

"Texas is experiencing a IT worker shortage second only to California. As a result of Houston's technology boom, it has been particularly tough to find qualified people," says Cindy Padnos, CEO and president of Vivant. "Project managers can quickly and painlessly use the Vivant Individual Service to find the best contractors for their needs. Instead of taking weeks or months to find the right match, vacancies can be filled in a matter of days."

4G LTE Devices to Arrive for AT&T Customers.

New 4G LTE-Compatible USBConnect and Mobile Hotspot Devices Coming This Summer

DALLAS, July 12, 2011 /PRNewswire/ --

Key Facts

* AT&T* customers can soon purchase two new 4G LTE devices(1), the AT&T USBConnect Momentum 4G and AT&T Mobile Hotspot Elevate 4G.

* The AT&T USBConnect Momentum 4G features plug-and-play installation of AT&T Communication Manager and access to AT&T's entire national Wi-Fi network.(2)

* The AT&T Mobile Hotspot Elevate 4G includes a 1.77-inch display and connects up to five Wi-Fi enabled devices to the Internet.

* Both devices offer an expandable memory slot that supports microSD cards up to 32 GB and global connectivity with data roaming in more than 200 countries.(3)

* AT&T plans to launch 4G LTE service in five markets this summer - Atlanta, Chicago, Dallas, Houston, and San Antonio - and extend it to at least 15 markets and to cover 70 million Americans by the end of 2011.

Customer Benefits

With plug-and-play installation that takes about 60 seconds to complete on Windows computers, AT&T USBConnect Momentum 4G customers can access 4G LTE speeds, where available, and when out of range have access to AT&T's nationwide HSPA+ network, delivering 4G speeds when combined with enhanced backhaul. They can also take advantage of unlimited usage on AT&T's entire national Wi-Fi network if using a post-paid data plan, and manage their connections and data usage with the preloaded AT&T Communication Manager.

The company's first 4G LTE mobile hotspot device, the AT&T Mobile Hotspot Elevate 4G, allows access to 4G LTE speeds on up to five Wi-Fi enabled devices in select markets. Email, browse, download presentations and more when you're out and about - without skipping a beat no matter if you are on LTE or AT&T's nationwide HSPA+ network. With no software to install and an LCD screen to guide you, setting up AT&T Mobile Hotspot is fast and easy. Just power it up and connect your laptop using the Wi-Fi network name and security key displayed on the screen. Easily view device and connection status on the LCD, including battery status, signal strength, and data usage.

In addition to 4G speeds and an expandable memory slot, both Sierra Wireless-manufactured devices support global connectivity in more than 200 countries at international roaming rates.

Quotes

"AT&T recognizes that customers want a consistent, responsive network performance from major cities to their neighborhood. Our deployment of 4G LTE technology backed by our nationwide HSPA+ network allows us to give customers a superior mobile broadband experience today and for years to come," said Jeff Bradley, senior vice president, Devices, AT&T Mobility and Consumer Markets. "As we begin to roll out our 4G LTE network this year, AT&T customers will be able to choose from several new LTE devices, starting with the AT&T USBConnect Momentum 4G and AT&T Mobile Hotspot Elevate 4G."

Price and Availability

AT&T will begin selling the AT&T USBConnect Momentum 4G for $49.99 with two-year contract after a $50 mail-in-rebate. The AT&T Mobile Hotspot Elevate 4G will be available for $69.99 with 2-year contract and after a $50 mail-in rebate. AT&T expects both devices will be available this summer online and in company-owned retail stores.

LTE Roadmap

AT&T recently announced plans to roll out its 4G LTE network in five markets - Atlanta, Chicago, Dallas, Houston, and San Antonio - later this summer. Customers with compatible devices and 4G LTE coverage in those markets will be able to enjoy access to 4G LTE speeds as AT&T's 4G LTE network is turned up.

As AT&T rolls out 4G LTE, customers outside of its 4G LTE footprint will have access to AT&T's HSPA+ network. When combined with enhanced backhaul, HSPA+ enables 4G speeds that are up to four times faster than AT&T's already fast mobile broadband speeds. Because AT&T has taken the extra step of deploying HSPA+ technology with enhanced backhaul, its customers will have access to consistently fast mobile broadband speeds when moving out of 4G LTE areas.

By the end of 2011, AT&T plans to offer 4G LTE to customers in at least 15 markets, covering 70 million Americans. In addition, the company plans to add 20 4G devices to its portfolio this year, with some of those being LTE compatible.

Black Lotus Pledges Support to World IPv6 Day with IPv6 DDoS Protection Services.

Los Angeles, CA (PRWEB) June 01, 2011

Black Lotus, the market leader in Distributed Denial of Service (DDoS) protection services, announces its plans to launch IPv6 support for their websites as part of World IPv6 day on June 8, 2011. With companies worldwide taking the opportunity to test their IPv6 infrastructure, Black Lotus will be pledging their support for IPv6 development and offering their customers the chance to make use of this significant new technology.

"We are pleased to join with the rest of the Internet community as part of World IPv6 Day this year, marking the first phase of our own IPv6 initiatives," says Jeffrey Lyon, President and CEO at Black Lotus. "As well as making the technology available to our customers, we will continue our ongoing development to IPv6 support across all of our DDoS protection services. The transition to IPv6 is an important process in the ongoing development of the Internet and we are incredibly proud to be pioneering this new technology."

Currently, the market penetration of IPv6 is light, with the vast majority of websites depending upon the IPv4 technology that has been in use since 1981. However, as the number of websites on the Internet begins to call for more addresses than IPv4 can supply, the development of IPv6 support is becoming vital in the continued growth and reliability of the Internet infrastructure. World IPv6 Day is an event designed to encourage the Internet community to consider their future and to make provisions for a global transition to IPv6. Black Lotus is helping to spearhead this campaign through demonstrating their ongoing commitment.

"We understand that the first step in migrating to IPv6 is embracing the technology and making use of it across our own websites," says Lyon. "To that end, we will be offering our customers a /64 IPv6 prefix following our World IPv6 Day participation. Of course, we are also taking advantage of the chance to develop new DDoS mitigation technology to defend against the evolving threat of DDoS attacks across IPv6. As the world of technology develops, we ensure that our protection systems develop accordingly."

Offering a range of competitively priced, highly reliable DDoS protection services, Black Lotus has established itself as the market leader in DDoS mitigation technology. In a DDoS attack, an attacker overloads a website with simultaneous traffic from multiple computers, resulting in a loss of server responsiveness and, eventually, extended periods of website unavailability. The potential consequences are devastating, not only as a result of lost customers and revenue during downtime, but also in the long-term effect upon the reputation of a company. As websites begin to transition to IPv6, Lyon is certain that DDoS attackers will develop new, even more complex attack methods.

"There is no doubt that as the community adopts IPv6 as a standard, attackers will modify their DDoS attacks to match," says Lyon. "We pledge our ongoing commitment to robust DDoS protection services so website owners are confident that their web presence will always be ready to effectively accept and process incoming traffic. IPv6 is an exciting opportunity for the Internet to evolve itself to the next stage and should not become a reason to fear for the security and stability of our infrastructure. Making use of our extensive DDoS mitigation experience, we will be among the first to offer next-generation protection to suit the next generation of websites."

Black Lotus DDoS protection is the most reliable mitigation solution in the world and as the world begins to use IPv6, Black Lotus will continue to offer secure and affordable protection as a standard service. Beginning with their important involvement in World IPv6 Day, Black Lotus is working to roll out IPv6 services, and as DDoS attacks over IPv6 become more prevalent, Black Lotus will be ready as the Internet's first line of defense.

About Black Lotus

Black Lotus has been providing robust and cost effective DDoS protection solutions since 1999. As the first and leading DDoS protection services company, Black Lotus stops robots in their tracks with advanced distributed denial of service protection delivering enterprise grade solutions at a fraction of the cost. Research and Markets Adds Report: Qatar Telecommunications Report Q2 2011.(Report)

Research and Markets has announced the addition of the "Qatar Telecommunications Report Q2 2011" report to its offerings.

In a release, Research and Markets noted that report highlights include:

The Qatar Telecommunications Report provides industry professionals and strategists, corporate analysts, telecommunication associations, government departments and regulatory bodies with independent forecasts and competitive intelligence on Qatar's telecommunications industry.

The Q211 update on the Qatar telecoms market incorporates data from fixed line incumbent operator Qatar Telecom (Qtel) and alternative operator Vodafone Qatar, a subsidiary of UK-based Vodafone Group Plc, for the 12 months to December 31 2010. Our latest five-year forecasts for the country's mobile, fixed-line and internet sectors, which extend to 2015, is based on recent developments in Qatar's telecoms sector, as well as our view of the country's macroeconomic environment during the next five years.

Qatar's mobile market grew by 11.7 percent in 2010 (46.9 percent in 2009) to reach 2.763mn subscribers. This represented a market penetration of 183 percent. The report notes that overall subscriber growth in 2010 was tempered by successive quarterly subscriber losses in the second half of the year by market leader Qtel. The analyst attributes subscriber losses by Qtel to the disconnection of inactive lines and fewer subscriber uptakes on the back of increased competition in the market. Second operator Vodafone produced another strong performance in the fourth quarter of 2010 to take its customer base above the 700,000 subscriber mark two years earlier than it previously anticipated.

Qtel reported a 9.5 percent y-o-y decline in mobile revenues for the 12 months to December 2010 due to intense price competition in the mobile sector. Mobile tariffs have been declining since early 2009 following the entry of Vodafone into the mobile market. Vodafone adopted a value-led strategy to build its subscriber base, while Qtel responded with a similar strategy to defend its market share. Meanwhile, in May 2010 Qtel and UK-based Virgin Mobile signed a brand licensing to offer prepaid mobile services under the brand Qatar Virgin Mobile Service (QVMS). The service targeted young consumers with low prepaid tariffs, further adding pressure mobile ARPUs.

Reports on pharmaceuticals findings from University Hospital provide new insights.(Report)

Research findings, 'Deploying portable ultrasonography with remote assistance for isolated physicians in Africa: lessons from a pilot study in Mali,' are discussed in a new report. According to recent research from Switzerland, "Demonstrate the feasibility of deploying portable ultrasonography with remote assistance to improve the diagnostic capabilities of isolated physicians in Africa. The approach is based on the training of general practitioners for the use of ultrasonography, and the remote support by radiologists using dedicated tools for image transfer over low-bandwidth internet connections."

"Our early results in a pilot project in Mali show that this approach is feasible, and that isolated physicians can productively use ultrasonography to improve diagnosis and management decisions such as the need for a medical evacuation towards a reference hospital. These encouraging early results must be confirmed by larger-scale studies, in order to better understand the organizational requirements and demonstrate outcomes and return on investments for such telemedicine services," wrote C.O. Bagayoko and colleagues, University Hospital (see also Pharmaceuticals).

The researchers concluded: "This scale-up project will start in 2010 in collaboration with the International Development Research Center of Canada."

Bagayoko and colleagues published their study in Studies In Health Technology and Informatics (Deploying portable ultrasonography with remote assistance for isolated physicians in Africa: lessons from a pilot study in Mali. Studies In Health Technology and Informatics, 2010;160(Pt 1):554-8).

In late October 2008 the SEC updated Regulation SHO requiring that all short sellers must locate, borrow and deliver any shares they have shorted, no exceptions, by T+3 settlement date. If not, a buy-in must be forced by the broker dealer that the short seller transacted through by the opening of the market on T+4. Since a company first appears on the naked short list when short sellers have been failing to deliver for 5 consecutive trading days, stocks should theoretically never be on the naked short list again. BUYINS.NET will monitor the exchangesai naked short lists daily and issue an alert and notify the SEC and FINRA should short sellers fail to deliver on any short sales.

Reg SHO Rule 204 (i) requires brokers to deliver shares on long and short sales of publicly traded equity securities by settlement date, (ii) continues to require brokers to close-out fails to deliver by the beginning of trading on T+4 for short sales and T+6 for long sales, (iii) precludes clearing brokers and their introducing brokers from selling short a security, other than on a pre-borrowed basis, if a fail to deliver in that security is not timely closed out until the fail is closed out and that close-out transaction settles, (iv) allows clearing brokers to allocate fails to introducing brokers and (v) continues to permit brokers to rely upon pre-fail credit to satisfy Rule 204's close-out requirement to avoid the pre-borrow requirements when a fail at a clearing broker has not been closed out. However, the SEC liberalized certain of these provisions in several regards. For example, permanent Rule 204 now allows a broker to close-out a fail on a long sale by borrowing the security, whereas Rule 204T had only permitted closing out long fails by buying-in, which should alleviate some of the buy-in risk for investors that experience long fails. Similar relief was extended to close-outs for market maker fails, so that a fail from a bona fide market making transaction (including short and long fails) can now be closed out by the beginning of trading on T+6 by borrowing the security. Further, Rule 204 now permits a broker to borrow securities to obtain pre-fail credit for early close-outs, whereas temporary Rule 204T only permitted pre-fail credit to be obtained by purchases of securities.

The SEC refused requests to extend the close-out deadline for fails to deliver to the close of business on the close-out deadline, choosing instead to retain the requirement that all fails be closed out by the beginning of trading on the applicable close-out deadline. The Commission also rejected requests for a fail to deliver exception that would have provided an exception from the close-out requirements if a clearing broker's fail position was below a certain amount but said that it would continue to monitor whether a de minimis or odd lot exception could be warranted.

About BUYINS.NET

WWW.BUYINS.NET is a service designed to help bonafide shareholders of publicly traded US companies fight naked short selling. Naked short selling is the illegal act of short selling a stock when no affirmative determination has been made to locate shares of the stock to hypothecate in connection with the short sale. Buyins.net has built a proprietary database that uses Threshold list feeds from NASDAQ, AMEX and NYSE to generate detailed and useful information to combat the naked short selling problem. For the first time, actual trade by trade data is available to the public that shows the attempted size, actual size, price and average value of short sales in stocks that have been shorted and naked shorted. This information is valuable in determining the precise point at which short sellers go out-of-the-money and start losing on their short and naked short trades.

BUYINS.NET has built a massive database that collects, analyzes and publishes a proprietary SqueezeTrigger for each stock that has been shorted. The SqueezeTrigger database of nearly 2,650,000,000 short sale transactions goes back to January 1, 2005 and calculates the exact price at which the Total Short Interest is short in each stock. This data was never before available prior to January 1, 2005 because the Self Regulatory Organizations (primary exchanges) guarded it aggressively. After the SEC passed Regulation SHO, exchanges were forced to allow data processors like Buyins.net to access the data.

The SqueezeTrigger database collects individual short trade data on over 7,000 NYSE, AMEX and NASDAQ stocks and general short trade data on nearly 8,000 OTCBB and PINKSHEET stocks. Each month the database grows by approximately 50,000,000 short sale transactions and provides investors with the knowledge necessary to time when to buy and sell stocks with outstanding short positions. By tracking the size and price of each monthais short transactions, BUYINS.NET provides institutions, traders, analysts, journalists and individual investors the exact price point where short sellers start losing money and a short squeeze can begin.
